Either works — typing "+" (hold the 0 key on most phone keypads) is the international standard and works automatically wherever you're calling from. "00" is the UK's own way of dialling out internationally; both reach exactly the same number.
The country code (like +44 for the UK) identifies the country. The area code comes after it and identifies a region or city within that country — not every country uses them the same way, and some (like Cyprus and Gibraltar) don't use area codes at all.
